Our local city bills for water - and then bases the sewage fees on the water - not taking into account that not all water flows into the sewer system (water used for gardening, washing cars in driveway, etc.).

Well, they could charge double for the water and 0 for sewage. Would you be happy that you don;t have to pay for sewage? Just look at the bottom line
By the way - in some countries it is illegal to wash your car and drain chemicals (shampoo etc) into the bare ground. So not too bad for environment if you have to pay for that in a form of "sewage"
