I recommend Daniel- He's done a few banners for me (for media buys) and they converted pretty well. Try him on Skype- daniel.savescu
He will get the work done pretty quick and will not accept payment until you are happy! Made several banners that converted in Adexpansion.
He's also building a wordpress site for me which is looking good. I just need to start putting content in there.
