Half of the terrorists came over from Russian directly. Either because they were ordered to or because they are fucked in the head and just want to play war.
The other half are saying they are Russians that were forced to live on Ukrainian territory, like in Crimea. They consider those lands to be Russian and identify themselves as Russian.
