It's also important to keep in mind that most surfers go to sites to look at the content, not click on someone's text links.
While there is sure to be some traffic received from the higher quality options, it certainly would likely never produce the traffic volume that an actual advertisement would. The difference is the straight hardlink option provides a weighted, unscripted backlink with less traffic while the other (advertisement) provides more traffic, but without the SEO value. The other upside to buying traffic via advertisements is usually they can be targeted to geographic preference, time of day, certain types of browsers or mobile devices, etc.
Thus, if it's traffic you are most interested in, you should consider one of the various traffic brokers or advertisement companies (rebel-ads, juicyads, etc).
If it's SEO hardlinks you want, it's not likely you will be happy with low to mid range offers. The sites with top quality text links that can send decent clicked traffic each day that isn't skimmed charging upwards of 1k / month, and higher, for their top SEO text links on a single site. As ErectMedia mentioned, you usually get what you pay for.
