If a citizen punches a citizen, its is a normal assault. When a Police officer punches a citizen it is not normal assault because most people will be freaked out similar to a rape because of the power a police officer has.

That video of the guy getting shot is a perfect example. He is apologizing to the cop because he is scared shitless and forced to sit there being buddy buddy with the guy who just shot him. That is mentally damaging and I hope he gets awarded big money. Sadly, he is black and from the looks of it in the poor part of town so statistically he probably won't see a dime, but I hope I am wrong.
