who is suffering the big decline in rebills and signup in last 10 days. I been told by my bank that all merchants are complaining that rebill transaction are getting decline in big numbers.... we are seriously effected by this who else.........

transaction are getting declined for error code 100 and 116 which is mostly do not honor or insufficient funds and it comes from issue but what else...
