Affiliate programs can afford to pay marketers. It's scammers acting like marketers that are the problem. People who don't get, or don't care, that the money used to pay them comes from the customers they refer. Parasites that just want to spam as many low quality joins in a short period as possible, take the commission and move on to the next trusting sponsor.
Consumers have always used prepaid cards, it's nothing new, and there's nothing odd about that. What is odd is that when 2 affiliates push the same site, one on rev share and one on PPS, the PPS affiliate has 3-5 times as many prepaid joins as the revshare one.
