I don't think that some rectal dehydration will come as a norm, even if USA would put up an some advertising campaign for it.
For starters not that many countries have similar secret services, not to speak of enemies, method culture, etc.
And, who says that you have to be terrorist to get some rectal dehydration? Some weren's even the persons they were thought to be, as the report says. And who knows that was even the real person a terrorist.
