Much of the Islamic world looks down on Morocco as not being "very Islamic" Considering the number of drunken brawls over prostitutes and hashish I was in...I believe him. Animism and witchcraft still pretty active there as well.
radicalization never really took off there. King sure as fuck doesn't want it.
