Buy a video then open it up in any video editing program even the Windows movie maker that comes with every windows computer. Find the 3-10 seconds you want to make a gif and delete the rest of the video before and after those points. Go to a site like https://imgflip.com/ and you can make a gif in under a min. I don't think it's too much work for a few of them but I want like 1000 gifs. That's what I'm saying is time consuming. Not to mention buying all the videos to go with those gifs and not really even making use of the full video.
If someone sold an already made package that would be amazing!!!
