Well he seemed to have the document thing down as far as passports, etc. I don't imagine it is too easy to get fake passports and ID that looks completely legitimate, but I really have no knowledge of how that works. lol.
Also, if you remember how much effort he put into hiding Walter White, he had a piece of property for him to use that he knew was safe, was making scheduled deliveries of supplies, etc. all at great risks to his own freedom if he was to be caught.
In the end I just think they probably included him in the story because it sounded cool to have a character that specialized in hiding criminals and giving them a new identity, similar to the "fixer" character played by Harvey Keitel in Pulp Fiction who handled problems for criminals like a professional.
