Nope, Sweden and Belgium are very different cases. They have a lot of immigrants from various poor 3rd-world Muslim countries. Those have been grown up in a very different culture. Here in Russia, most cases of rape are committed by immigrants from Central Asian countries and by Russian citizens from Caucasus. Those are mostly Muslim people who grown in poor religious villages where sex or even erotic was totally tabooed, so they consider any woman who didn't wear a hijab as a whore.

On the other hand, people of the same nationalities who grown in Russian society are very different. They are normal people just like all others (they don't rape and don't call woman a whore is she has a short skirt or sexy decollete). So I don't think this has any relation to a skin color or nationality. I don't think that African-American citizens from your example above were born and grown up outside the States somewhere in a poor radical religious village. They are as American as others. Thus I still don't understand why the the USA have such an awful rape rate there...
