If only it would be that easy. I think it's a matter of how your visitors are used to perceive your content. If you make them click more often, you can expect they will click in the future. If you just post gifs, I don't think you can get more than 1% from twitter to websites.
I can give you an example for me: super hot photo/gif, 50 (rts+favs), pinned, clickbait, only 10 clicks. Either my fans are weirds, or they just want to browse twitter and that's all.
