It is very common that legitimate users make a few different accounts, also to stalk girls better from many names (like one is fb and nother is him trying to see what she says about his other nickname lol). It is also made by affilaites for fraud but in that case 80%+ of the signups will be duplicates... I would in fact call it "double signups", then it is obvious if that's most of signups that's a fraud
