Ok, one more time for stupids - its illegal and he had done it before and was told not to do it. Its illegal to feed seagulls and if you do it over and over again something is going to happen. In third world shithole you can probably piss on asidewalk, sell unlicensed home made booze. Here you can't - health regulations as well as just simply braking the law. I can't care less how you do it in finland or zimbabwe. I don't live there, I live here.
