Because he's a simpleton that has nothing of value to say, so by adding that he is laughing at the end it makes him feel better.. as if he is getting one over on us.
The fact of the matter is, he's not. He just makes himself look like the uneducated pile of donkey shit that he is. He thinks he is laughing at us, meanwhile we are all all cringing and laughing at his dumb ass.
