He totally ran the guy, but tons of guys do it, including Mark Stewart on the Jets who is known for levelling guys at the blueline. To me it's a hockey hit. If not for that arm coming up it would have been deemed a clean hit I'm sure.

In the past of "old time hockey" it would not even be a penalty much less a suspension and it would be "well if he is going to drop his head like that then he should expect to be hit".
