I've held people at gun point before. If one of them had fled I wouldn't have shot. If one had come toward me I would have shot without a second thought.
To answer your question more facts are needed. Is the fleeing suspect a traffic or drug criminal of course you don't shoot, let him go and catch him later. Is it an armed murderer, then yea shoot him however you can it's your duty to stop further violence.

Fair enough. I agree with most of what you say here but again, you're putting it all down to they just are making bad judgements under stress.
Years ago I had a friend who I was roommates with who became a cop. At least 3-4 nights a week his cop buddies all ended up at our house partying it up. The cocaine was endless from people they confiscated it from, the bragging of who they beat that day, etc. I've seen it all first hand. If they were simply making 'bad judgements' then I guess one could argue the same about any criminal out there.
