It means that the good old USA has evolved from the days when they just killed or enslaved everyone that wasn't Caucasian protestant. But instead have embraced institutional racism by finding ways to not only monetize the segregation but to use various aspects created by the despair in their propaganda against anyone that challenges the status quo
