Aren't most of the poorest areas mostly black/hispanic? Which would therefore mean going on area and wage, white, black, and hispanics actually get paid the same, with the same chance of promotion? When you compare numbers with places that aren't a ghetto shithole*, and therefore wages are higher, you get this skew that you can take out of context.
Because the poorer areas will pay less of a wage, and blacks/hispanics make up far more of that population, I'd take this 'report' with a huge pinch of salt.
*Whole other discussion about why ghetto shitholes are populated by mostly blacks, that isn't just a throwaway comment - so mineistaken don't cream your pants thinking I've just joined your gang.
