Torpedoes work with propulsion, those don't punch through sub's hull that is designed to take quite extreme pressures. If nothing else, the resistance of water makes it quite hard to reach sufficient velocities to punch through something hard, even if shot. Watch some series of Myth Buster where they shoot objects in water. Those bullets don't reach very far.
