Every ad network and site for than matter can do this,
The initial setup is really not that hard...
It's keeping it updated that is also keep in mind there is a question as to the ROI of the time energy etc someone puts in to recover the ads and the quality of the traffic that is gained by recovering the ads.
A simple way to do it is with JS..
Place a known tag that the adblocker will remove
check for the tag..
If there is no tag then the ad was blocked and load an new hosted ad where the banner etc contains a clean URL ...
Now you have to maintain a clean URL list etc to keep the adblocker from blocking things, and not allow adbuyers to use iframes...
