It was about $10 in the late 80's and caused a serious economical crisis in the USSR. As about the Ukraine, AFAIK there are no Russian troops on their land right now. You know, I don't like Putin but I have to admit that military operation in Crimea was very successful in every technical aspect. I'm not talking about its political resonance of course.
P.S. Also AFAIK the Russian air-strike operations Syria are very effective too. Well, maybe not only against ISIS but also against anti-Assad rebels... ;)
