Another simplistic view. People like Cheney are given a voice when the nation thinks it is under attack.
Pre 911 Islamic Terroism was a minor irritant. Air travel was fun, and the world was a different place.
Post 911 the hawks, Cheney et al, have the stage. They are the ones that have the answers. Moderate reasoning voices are drowned out in the clamour for revenge. You can blame individuals if you want, but they had widespread support in govt and in the population.
