1. The Islamic Terrorist State has operatives in many countries.
2. Even if a satellite gets an IP, and uses a VPN, then tor; there is no way to find the the exit IP.
3. The Islamic Terrorist State "cyber soldiers" would be idiots to use satellite phones as their signals could be triangulated by air and the drones zoom in on their GPS position -- BOOM!
So, it's a moot issue.
