Yes, you earn $4 when your user registers for free on MFC using only their email. As long as it's a real email and the user clicks the standard confirmation link sent to it (to prove that it's a real email).
$4 PPL for MFC is in effect as we speak.
As long as you opt-in and click the promo banner in your dashboard, you get $4 PPL until March 7th.

That shouldn't be happening.
There's actually a
'Select all' and
'Mark as Read' button which should address the issue that you were having. It's possible there was another message still marked as unread that you didn't notice?
Anyway, if it's still happening, let me know and we'll look into it.
