If there is a way to create bot traffic and sell it, then it's already being done. These brokers are way ahead of the game. There is no regulation. You think the popunders you're buying from Traffic Junky, Ero, Traffic Holder or those other sources from Russia are real?? Please.
Only fools buy online clicks from brokers. You'd be lucky to get 10% real traffic. Now that the market has crashed, nobody is buying traffic and when sales crash for brokers, do you think they are rolling out real organic traffic to compensate? Duh. They are selling bot numbers on a screen to compensate.
It's the evolution of any sinking business. Once the market drops out, sell anything you have left that has the highest margins on it to compensate for sinking sales. In this case, selling bot traffic has the highest margin of all.
Fake bot traffic is a huge epidemic. There is a sucker born everyday, and after he puts up his website he thinks "Mmmm now I just need some hits." That bullshit line of thinking is why bot crime is so high and thriving.
Adult traffic brokers are well into the game from day one. Most of these crooked ass brokers have been doing it for so many years they know all the tricks.
