How can you not factor in intent? The simple fact is these cowards wanted to kill innocent civilians. There's no other way to look at it. I don't defend US, NATO, or Russian presence in the middle east, but at least when they attack their intent is to kill enemy fighters. These terrorists could have attacked any number of EU buildings (the real people responsible), but instead they bombed a place full of only civilians.
