Having lived in PR, shits really fucked up and really corrupt. In the super-rare scenario that you actually get pulled over by police (since they don't give a fuck), you just hide a $20 behind your license when you hand it to them and they'll let you go. The political system in PR is fucked up too so I wont just dismiss Bernie's concerns.
