Yes, but the moon is their artificial satellite that also serves other functions and keeps them close to earth. Mining helium 3 is only one cog in the machine. Saturn and Jupiter are too far out to be useful toward the agenda. Remember, the sun is an intergalactic portal, and plus there aren't any human slave colonies on Saturn. The aliens know what they are doing. They've been doing it for many thousands, possible hundreds of thousands of years.
