They should be dispersed and if they refuse to leave peaceably -- be arrested with the least force necessary.
They are obstructing a public roadway.
They are a danger to the public. (And in danger of getting run over ...).
I think the London authorities are trembling in fear because of the underlying threat of civil unrest.
