As far as marketing expertise? There's definitely guys with no technical skills who are very clever about using social media, blogging, targeted advertising, etc, to drive traffic to products. But they're just affiliates; they obviously don't make anywhere near as much money as the owners of the products they promote. And the people who created those products needed programming skills to do it.

No matter how talented a person is at either of those. The deciding point comes when a person lands on the site and sees quality products or shit.
Neither of which is controlled by SEO or Marketing people.
