It is a fact the reason college is so expensive is because of government grants. To receive the grants the colleges have to set the price of tuition higher and higher. Now government has taken over student loans and made the price even higher. The colleges themselves aren't hurting for cash and that's why tuition increases. Most of them are sitting on mountains of cash because of this.
