South Carolina Bill To Impose $20 Fee To Watch Internet Porn

Lawmakers in South Carolina are hoping to tackle both online obscenity and human trafficking by hitting the porn industry where it hurts: in local electronics stores and individual consumers' wallets.

The proposed bill, also known as the Human Trafficking Prevention Act, would require computers, tablets, and other devices sold within the state to include a built-in porn filter, which merchants (and, ultimately, their customers) can pay $20 each to remove. Co-sponsored by Republican representatives Bill Chumley and Mike Burns, the bill was pre-filed before the South Carolina legislature's winter break, and will be revisted when sessions resume early next year.

Along with fines paid by merchants who ignore the new rule, fees from consumers who choose to remove the filter (be it for personal, professional, or journalistic reasons) would go to the state Attorney General's human trafficking task force, according to South Carolina news website Go Upstate. Beyond charging porn-viewers for the privilege, the bill would also require computer retailers and manufacturers to permanently block access to sites that offer services from sex workers or facilitate human trafficking.
