Back in the 90's there were many assembly line quality control (QC) fixes necessary in Mexican plants. Maybe, the QC situation is different now but then the bottom line was: After the QC remedial work and any line stoppages involved (don't make any more with or without the bad or missing part) expense -- the labor savings were not that great.
QC is better in the first world and the remediation (fix that shit) costs are a lot less
