To date, I've never found a low cost or free template that scored much higher than this range by default as you will need to optimize images and minify CSS, JS and HTML yourself once the design is where you want it to be. If you are running on a Linux server with Apache or NGINX, have mod_pagespeed added to your server and configure it to further improve the results based on what GPS tests for.
