The order is for currently valid visas only. I don't think anyone really expected those to apply to the ban anyway.
Trump knows how to negotiate. He ordered more than what he wanted so that after the dust settled he would still have what he really wanted; a ban on parasitic and terrorist "refugees" entering the country.
