There is a difference between a war, a military conflict, and a police action.

Vietnam and Gulf Wars were clearly wars, even if war was not officially declared.

Some of the countries on this list we've never had troops in, such as Pakistan or Libya. (A raid by a handful of troops to snatch a single person is clearly not a war or even a military police action - it's a raid.)
