Temporary refuge is fine by me. If the numbers are massive they should not be a permanent burden on the host country.
"for the duration" refugee status seems reasonable. If the refugees can prove that they are self sustaining in their host countries they could be offered permanent residency.
This is the difference between immigrants, migrant workers and refugees. Each should have their own status.
