That's right it's a scam IMHO.
Webmaster's are being double sucker punched ...
Google steals your type in traffic into its search from the browser then into your own or competitors' adwords advertising. Google's fixation on mobile is a scam to get you to do their work and make them money.
So, what can you do?

To support mobile browsers, we use the Add to Homescreen script by Matteo Spinelli. The script opens a message inviting the mobile user to add the website to the homescreen. Get the script here. Then include addtohomescreen.css and addtohomescreen.js within your head tag.

Use this code -- try it on your mobile device.
Now your *customer* has your website direct link on HIS home screen by clicking the button on YOUR website. A real NO-BRAINER! He will never have to seek you out using Google. I have 250K of repeat AdWords sessions and am still sorting them as to the reasons ... But I think this is a big reason as all of the sessions were AdWords -- that was VERY expensive.
Fight back

Now getting visitors to set the bookmark script is another matter ...
