What it means is that IF Mueller finds reason for any person to be investigated then he will report that and THEN an investigation into a person or persons would begin.

P.S.: Comey also said that the media that you keep on trusting...was putting out fake stories on all of this. He said that all of those stories that you believe from CNN and their un-named sources were FALSE.

They used to be called special prosecutor but the name was changed to special counsel recently. It's the exact same thing there is no difference..
A special prosecutor (or special counsel or independent counsel) is a lawyer appointed to investigate and possibly prosecute a specific legal case of potential wrongdoing for which a conflict of interest exists for the usual prosecuting authority.

The special counsel was created 100% because Trump fired Comey the way he did. Trump might not of been a target of an investigation while Comey was in charge, but now he is with out a doubt being investigated for obstruction of justice. Session is also now a target..
The dumbest thing Trump has done to date was to fire Comey make up an excuse about he was gonna do it anyway then a few days later publicly admit he fired him to ease the pressure of the Russian investigation.. You are trying to make shit up.. Trump fucked himself in the ass with a 9ft dildo..
You seem to forget right after the public hearing they had a private hearing where Comey could freely talk. After that 2nd hearing the leading Democrat on the panel said Trump clearly attempted to obstruct justice..
This hearing was a show for the public.. The special counsel is where things will happen and Republicans in Congress can't block that..
