From what country -- Isisistan? Total war where? In Spain, in France, in the Philippines?
You cannot fight terrorism with a war. The enemy wears no uniform and strikes everywhere.
Lock n' load, or put soldiers on the streets. And even that is only a partial measure. One nutcase with a suicide vest or a car bomb in a crowded location kills many -- this happens weekly in Iraq and Afghanistan.
