Think about this logically for a moment.

Uber :
  • The world's largest taxi company and it doesn't own a single cab.
  • Cities all charge a premium (100k+) for taxi permits but Uber pays nothing
  • Uber drivers almost never get proper insurance
  • Most Uber drivers never pay tax on their earnings
  • Uber pays very little in taxes

AirBnB:
  • Destorys low cost affordable housing by creating defacto hotels
  • Almost no home owner on AirBnB pays the manditory "hotel tax."
  • Most AirBnB owners never declaire their income
  • AirBnB often creates problems with parking and traffic congestion in neighborhoods

So it's no wonder many cities don't want Uber or Airbnb.
