As to the study cited, did you see this:
"Conversely, studies conducted outside of Canada have provided inconsistent results: 3 studies (from the United States and Australia) reported null effects [20–22], 4 (from the United States and Mexico) reported protective effects [23–26], and 1 other outbreak investigation (from the Untied States) reported increased risk [27]."

but, more importantly this:
"The lack of an immunization registry in British Colombia precluded further confirmation of immunization status."
