wait are you saying the US gov has no files over who owns rifles/guns etc? if so then this is most strange...
you could still stop it by making "gun ID" mandatory if you want to enter a gun shop...like it is mandatory if you want to buy alcohol (if you look young)...no "gun ID" no entrance...works in my country, you can not buy one single bullet without a license...make it illegal to sell anything gun related if the customer does not have a proper license/permit for that SPECIFIC weapon/caliber...
you may argue a black market will form but it will be limited in nature...I would compare a ban on guns to a ban on steroids...they are banned and there IS a black market for steroids, but you can not buy them on every corner like drugs...you can buy them on the net if you know where to look, but only a small % of the population manages to get their hands on some...
