Maybe you cannot shoot a tank but you sure as hell can can hide waiting to ambush and shoot dead a soldier that leaves his tank to take a piss. Do revolutionaries and terrorists line up to fight an armored division? Of course not.
This is why the USA has lost every insurgent-type war since Korea.
