If they don't want to sell at a reasonable price, just put the wall around them, with their property on the other side.
Seriously though, eminent domain is pretty straight forward. If you can buy the land cheap now, you can turn a nice profit as they will typically offer top dollar. But if you hold out for an unreasonable amount, they can just take it at fair market value.
