It's an accurate description. It's bleak: Liquor stores, cheap Chinese takeaways, fried chicken stores, dollar stores and bodegas on every block.
I've lived and worked on 4 different continents. Seen plenty of shitholes. It has nothing to do with race. It has everything to environment.

You are close to my neighborhood! I live in
el barrio, Washington Heights (Manhattan). A couple blocks and you are in the Bronx. My street is a nice non-shithole (and safe) block across from a hospital but go a few blocks and....shithole. Or,
el shithola.
Haiti is a shithole, India is a shithole. That's not being racist that's being accurate.
Oh - and Republican Senators have confirmed he said "shitholes". The response "No he didn't say that" has been used even when there IS video of Trump saying the exact thing they are denying so what does video proof do for you? You will still reject it or justify it, like teenagers denying they broke into the liquor cabinet.
