Yes unsuccessfully and got banned from all the stores. Google Play permanently terminated the account which means you cannot even use a new account.
What kind of app may I ask? If this just for videos or paysite you can create mobile website and/or publish an app outside of the store. Unless you have xxx,xxx daily views it does not worth it, only few will bother to download these apps, too complicated.
For livechat/sexting you can publish an app as long as its public content is moderated for PG13 (with regional exceptions). Just look how much trouble there is on Instagram and Snapchat with nudes.
