I am in this business since 2012. I've been working with over 20 ad networks so far and trafficstars are the only one which don't shape/steal popunder traffic. Their stats is perfectly matching with my stats.
Also, they have very precise compliance rules filter for the ads and they encourage publisher to use it and stay safe of google penalties.
